Yes, this is normal because psychologiclly the time spent at home is considered "down" time for a man.

Nonetheless, a man should learn at least one halacha at night and one in the morning to fulfill the requirement of daily limud Torah. It is also appropriate to learn at least a little bit in the house for the purpose of chinuch; however, it is a well known rule in shalom bayis that a wife should not be the one to raise these points to her husband.

The best thing to do would be to contact the Family Rov who the husband does follow and ask him to raise the point with husband to pleasantly encourage improvement.
