First bracha rice noodles:

 if made from rice flour in a  cooked form, mezonos.

After bracha: Boreh Nefashos.

First bracha rice paper:

According to what we verified, the production of rice paper is not by means of cooking only by steaming

therefore its first bracha should only be a shehakol

  this could also make it often qualify as a 'tafel' to other foods, ex. when used as a wrap, unlike other mezonos wraps that would retain their unique importance.

  After bracha on rice paper [when not eaten as a tafel]: Boreh Nefashos
